<p>When first we learned about the brewing tattoo parlor brouhaha over in tiny Atlantic Beach, we figured there must be a reasonable explanation for the mess.</p>
<p>Surely a town manager wouldn’t maliciously lie about an official government action (in this case, a town playground’s condemnation) – and surely he wouldn’t lie in blatant black and white in a letter to the S.C. Department of Health and Environmental Control (DHEC) certifying the action.</p>
<p>And surely DHEC would &#8211; if it had figured out that it was conned &#8211; see its way to pursue charges of perjury or obstruction of justice.</p>
<p>But we were wrong <a href="http://www.fitsnews.com/2009/05/12/sex-lies-tattoos-a-south-carolina-scandal-or-business-as-usual/">on all counts</a> …</p>
<p>It turns out that there really was no reasonable explanation for Atlantic Beach town manager Ken McIver to have written a letter of condemnation for a playground that was – is! – jumping with people and remains open and accessible to the public.</p>
<p>And apparently DHEC is the kind of agency that doesn’t mind if you lie to it, even when it relies on that lie to grant licenses – as was the case in this scenario.</p>
<p>In the first article we wrote about this issue, we said: “Political corruption is hardly newsworthy. But rarely is the corruption so blatant, the lies so salient, or the sleaze so manifest.”</p>
<p>When we wrote that, we had no idea how profoundly true it was.</p>
<p>Our investigation has revealed a lot about corruption and outright deception and – and this is perhaps the crucial point – the business-slaying effect of these things, as well as the people who get hurt along the way.</p>
<p>So, here’s the scoop on that angle …</p>
<p>“5 Jesters” Custom Tattoo is a subsidiary of 5 Brands, Inc.</p>
<p>The company is owned by Stan Hudgins, who, in an exclusive interview, told FITS that he is caught in the crosshairs of a battle between the town of Atlantic Beach and Excitement Video.</p>
<p>Long story short: Excitement Video, in a lawsuit settlement against the town, won the right to grant a business license for a tattoo parlor.</p>
<p>So who is “5 Jesters,” and where does it in the picture?</p>
<p>Glad you asked …</p>
<p>5 Jesters Custom Tattoo leases the space owned by Excitement Video, thereby becoming the “assignee” of Excitement’s right to a tattoo parlor license.</p>
<p>Simple, right? Not so fast …</p>
<p>It turns out that tattoo parlors are required to clear an additional hurdle – which is to say that, with regard to tattoo shops, yet another governmental agency requires yet another license.</p>
<p>And that’s where the drama began.</p>
<p>DHEC regulations bar the operation of tattoo parlors within 1,000 feet of a public playground – and 5 Jesters’ store space happened to fall within 1,000 feet of a park.</p>
<p>Which meant trouble in tattoo paradise …</p>
<p>Meanwhile, there was still plenty of lingering ire among the Atlantic Beach town council about the terms of the city’s settlement with Excitement Video.</p>
<p>Particularly ticked off about the whole thing was Mayor Retha Pierce. (May we suggest a <a href="http://www.google.com/search?hl=en&amp;q=retha+pierce&amp;aq=0&amp;oq=retha+pier" target="_blank">google search</a> to fill you in on <em>her</em> storied tenure.)</p>
<p>Sources close to the town’s leadership tell FITS that neither the council nor Mayor Pierce wanted to abide by the settlement agreement.</p>
<p>In fact, 5 Jesters’ owner Stan Hudgins said that Council member Donnell Thompson told him that the town planned “to bring Excitement Video to its knees.”</p>
<p>Of course, despite the town’s aversion to legality, lawsuit settlements tend to be legally binding.</p>
<p>So Atlantic Beach, in a desperate ploy to avoid a contempt of court conviction for failing to uphold the terms of the lawsuit settlement, found a way to honor its agreement with Excitement Video.</p>
<p>The town’s ingenious plan?</p>
<p>Lie, lie, lie.</p>
<p>That’s how Mr. McIver’s letter of condemnation came about.</p>
<p>McIver alleges that he wrote the letter on the advice of town attorney Steve Benjamin, who didn’t respond to our request for comment and clarification.</p>
<p>We hear he’s in Europe for the week, which would explain his lack of response.</p>
<p>Except that Benjamin also allegedly failed to respond to an April 1 FOIA request made by Atlantic Beach resident Paul Curry.</p>
<p>Clearly there’s a pattern of impropriety among Atlantic Beach’s leadership.</p>
<p>Town manager McIver, for his part, has “no comment” on the issue.</p>
<p>When we called him, he said, morosely, “I read what you wrote. I have no additional comment.”</p>
<p>McIver, perhaps more than anyone else, could clear this up.</p>
<p>He could offer clarification, self-defense, or at the very least tell us that we’re wrong for calling him a liar in our previous piece. If there is somehow an explanation for his actions, he’s well-positioned to provide that explanation. We gave him the opportunity to clarify, illuminate, and even exonerate … and he has “no comment.”</p>
<p>Which could be the most telling comment of all.</p>
<p>Stan Hudgins, meanwhile, says he spent $86,000 in miscellaneous business expenses in reliance on McIver’s letter of condemnation. Now Mr. Hudgins is in jeopardy of losing his Atlantic Beach tattoo location, pending his upcoming appeal to the South Carolina Administrative Court.</p>
<p>Even if he wins that action, he’ll still be out all the money he’s paying his attorney, former judge John Breeden.</p>
<p>Still, Hudgins remains optimistic.</p>
<p>“I will never stop,” Hudgins told FITS. “I will never give up. If you give me a letter of condemnation, you’re going to have to live up to it.”</p>
<p>Seems fair to us. McIver certified that the playground was condemned … so shouldn’t he actually condemn it?</p>
<p>FITS spoke with DHEC spokesman Thom Berry, who said that all the trouble could have been avoided if McIver had simply condemned what he said he had condemned.</p>
<p>That would have been the ethical, good-faith, <em>legal</em> course of action.</p>
<p>Instead, it appears that the letter of condemnation was a last-minute, last-ditch effort to “bring Excitement Video to its knees” … just as Councilman Thompson had promised.</p>
<p>McIver’s letter of condemnation was a gratuitous act made to appease Excitement Video (via 5 Jesters) for the time being, until the town found another way to bypass its settlement agreement.</p>
<p>We’ll have more on this situation and myriad peripheral issues surrounding Atlantic Beach – including a tale of a prominent judge who refuses to compel the town to file answer a legal complaint.</p>

First, it’s a very feminine and sexy spot to have a tattoo. It doesn’t usually show, but can be ‘flashed’ as the woman bends over. Catching a glimpse of a lower back tattoo on a woman, you almost get the feeling that you’re seeing something you shouldn’t be – very tantalizing! </strong></p>

<p>And what did Madden do?</p>
<p>He tweeted about it. Fans watched the drama unfold on his Twitter page.</p>
<p>&#8220;Was just told by a British Air person I can&#8217;t get on the plane till I cover my tatts. Should I fight the power?&#8221; he wrote.</p>
<p>&#8220;I really am in shock they won&#8217;t let me on the plane till I put long sleeves on.&#8221;</p>
<p>&#8220;Yes I covered up to board the BA flight. I didn&#8217;t want to miss it. And honestly I was embarrassed all the people were staring and laughing!&#8221;</p>
<p>&#8220;My tatts aren&#8217;t offensive. Looking into it. I haven&#8217;t felt this small since the first time I asked nic (<strong>Nicole Richie</strong>) out.&#8221;</p>

			<content:encoded><![CDATA[<p style="text-align: left;">Throughout American history, sailors have branded themselves and one another with permanent &#8220;markings&#8221; commemorating battles or comrades or the names of women waiting back at home.</p>
<p>Marking that history, the Independence Seaport Museum has opened &#8220;Skin &amp; Bones: Tattoos in the Life of the American Sailor,&#8221; with the tagline: <em>&#8220;If you have a tattoo, thank a sailor.</em>&#8221;</p>
<p>&#8220;The whole idea behind the show is these guys are getting tattooed not because they are pretty, but because they felt strongly&#8221; about what they were honoring, said Craig Bruns, the show&#8217;s curator. &#8220;You are marking your body and showing your intentions.&#8221;</p>
<p>Citing Charles Darwin, the show points out that every culture on Earth has developed a method of tattooing itself. However, the Western style of tattoos that led to modern American tattooing came primarily from Europe. Early American sailors learned to tattoo from their British counterparts.</p>
<p>At the exhibition premiere Thursday night, women in elegant cocktail dresses and men in suits mingled with sailors in uniform and young artists in ripped jeans and sneakers. They wandered through the exhibition gallery, which starts pre-1700s and goes on to feature a lifesize rendering of an actual 18th-century American sailor complete with tattoos, and marveled at pieces of &#8220;flash,&#8221; or the drawings of possible tattoo designs from hundreds of years ago.</p>

<p style="text-align: center;"><span style="color: #ff0000;">Coast Guardsman Richard Sambenedetto Jr. has tattoos decorating most of his body, including his feet, which bear a pig and a rooster. <p>Many of the guests prominently displayed intricate tattoos on their arms, neck, calves, or through the open backs of their cocktail dresses. One guest made a point of wearing flip-flops to display the tattoos on the tops of his feet.</p>
<p>The two tattoos on the feet of U.S. Coast Guard Chief Warrant Officer Richard Sambenedetto Jr. &#8211; of a pig and a rooster &#8211; have become the symbol of the &#8220;Skin &amp; Bones&#8221; exhibit. They are part of an old sailor superstition that those two tattoos on the feet will prevent a sailor from drowning.</p>
<p>According to Sambenedetto, there are two different explanations for how this superstition took root. The first is that, because the animals were transported across water in wooden crates, if something should happen to the ship the crates would always float. The second is that because neither pigs nor roosters can swim, they will take the most direct route to land.</p>
<p>&#8220;At sea you only have each other,&#8221; Sambenedetto said. &#8220;Superstition is just something to have in your back pocket. Everybody has a religion at sea. This is just part of it.&#8221;</p>
<p>Sambenedetto, who is covered on most of his body with tattoos, says that he now counsels younger sailors who are considering getting tattoos. He himself will probably not get any more until after he retires because of restrictions the Coast Guard imposed several years ago on where its sailors can have visible tattoos and how much of their bodies can be covered.</p>
<p>When Sambenedetto does retire, he says he will need to add four units to his tattoo showing the units he served with over the years &#8211; a symbol of where he has been and what he has accomplished.</p>
<p>Like many of the people at the &#8220;Skin &amp; Bones&#8221; opening, Anabelle Rodriguez, a Philadelphia-based artist and graduate of the Rhode Island School of Design, can trace her own love of tattoos back to a sailor.</p>
<p>&#8220;My nana&#8217;s husband was a sailor and he had tattoos. I have loved tattoos since I was little. This is a very impressive show. I&#8217;m very happy,&#8221; said Rodriguez, whose tattooed armband features cherry blossoms, clouds, water, and wind, which, she said, in the Japanese tradition signifies the shortness of life. In her case, though, it means <em>carpe diem</em>: &#8220;live it up.&#8221;</p>
<p>Some guests stopped by a video-simulation tattoo station that &#8220;draws&#8221; an image on the skin. They could choose among a sailor&#8217;s knotted rope, an anchor, and a tattoo that said &#8220;Mom,&#8221; drawn while the electronic voice of a tattoo artist made conversation and a humming sound created the atmosphere of an authentic tattoo parlor.</p>
<p>Melissa Hough, a retired museum curator, chose the anchor because, as the automated voice explained, it is one of the most popular first tattoos sailors get. Hough said she had formerly been put off by tattoos, but after going through the exhibition, she had a different perspective.</p>
<p>&#8220;It&#8217;s a lot of fun. Who would guess? It&#8217;s kind of an unusual subject,&#8221; said Hough. And while it may not have made her want to run out and get a tattoo, she had gained a new appreciation of tattoos. &#8220;I definitely see it as an art form now.&#8221;</p>

<p>Got a tattoo? You might be emulating you favorite celeb, but likely none of you would be inked at all if not for sailors.</p>
<p>That&#8217;s the premise behind a new exhibit tracing the history of tattoos in American culture: The prevalence of tattooing today stems directly from the ongoing custom started by merchant and naval seamen in the 18th century.</p>
<p>&#8220;It&#8217;s an unbroken tradition, which is something that&#8217;s not widely recognized,&#8221; said Craig Bruns, curator of the exhibit &#8220;Skin &amp; Bones: Tattoos in the Life of the American Sailor,&#8221; opening on April 24th at the Independence Seaport Museum in Philly.</p>
<p>&#8220;If you have a tattoo, you really have a sailor to thank.&#8221;</p>
<p>The exhibit does note that body art is an ancient custom practiced, as first noted by Charles Darwin, by cultures worldwide. However, tattooing became a part of American life because of the seafarers who brought home the practice after learning tattooing from their British counterparts, Bruns said.</p>

<p>Early American seamen typically were tattooed aboard ships with needles used for sail sewing, and &#8220;ink&#8221; of gunpowder mixed with urine. &#8220;Sailors of that period, knowing there was a real (health) risk to get a tattoo, still went ahead with it,&#8221; Bruns said. &#8220;So it gives you an idea of how important it was to them.&#8221;</p>
<p>The invention of the electric tattooing machine in 1891 made the practice safer and faster, allowing many former sailors to open commercial tattoo parlors, perfect their craft and build their reputations. Included in the exhibit is work of the late Norman &#8220;Sailor Jerry&#8221; Collins, whose buxom babes, patriotic themes and other old-school designs are reproduced on a licensed clothing line and a brand of rum bearing his name.</p>

<p>But to sailors, tattooing goes way beyond adornment or mere fashion. For them, tattoos pledge devotion to their shipmates, recount their adventures, proclaim loyalty to the seafaring life, ward against danger and give thanks for safe travels.</p>
<p>Bruns said the well-known logo for Macy&#8217;s is based on founder Rowland H. Macy&#8217;s red star tattoo from his seafaring days. As the story goes, Macy was almost lost at sea until a star appeared in the fog and steered him to land.</p>
<p>That was the mid-1800s. Today the tradition continues through such people as 36-year-old Coast Guard Chief Warrant Officer Richard Sambenedetto Jr., whose pig- and rooster-tattooed feet, talismans to protect against drowning, adorn the catalog and posters for the &#8220;Skin &amp; Bones&#8221; exhibit.</p>
<p><img class="aligncenter size-full wp-image-820" title="howdy-sailor-tattoos_4" src="http://blog.tattoofocus.net/wp-content/uploads/2009/04/howdy-sailor-tattoos_4.jpg" alt="howdy-sailor-tattoos_4" width="250" height="250" />The exhibit includes a re-creation of an old-school tattoo parlor and a computer-generated tattoo artist who, through a video projection setup, appears to ink visitors&#8217; forearms as he describes the meaning of the imagery.</p>
<p>&#8220;My hope is that the exhibit will honor the history of tattooing and dispel some of the misunderstandings people have about the tattooing community, which has been so marginalized,&#8221; Bruns said. &#8220;It&#8217;s also a call for getting more of these materials documented before they&#8217;re lost forever.&#8221;</p>
<p>&#8220;<a href="http://www.phillyseaport.org/New_Exhibits-Tattoos-Skin_and_Bones.shtml" target="_blank">Skin &amp; Bones: Tattoos in the Life of the American Sailor</a>&#8221; runs through Jan. 3rd.</p>

<p><span class="story-text">Okay the real reason why I absolutely will never, ever get a tattoo is because I have a pain threshold that’s lower than a housefly’s and I couldn’t see myself ever willingly allowing someone to poke me with a needle for hours on end. <em>But -</em> this other reason runs a close second &#8211; Because it’s permanent and something could go wrong. I don’t even mind the fact that tattoos are so permanent because I would obviously choose something that would have a lot of meaning for the rest of my life. But that’s what <strong><a href="http://www.theinsider.com/celebrities/David_Beckham">David Beckham</a></strong> did too and it still didn’t turn out the way he wanted it to.</span></p>
<p><strong>David</strong> and <strong>Victoria</strong> <strong>Beckham</strong> both have no problem inking away on their skin and they generally choose things that are very important to them too &#8211; their kids’ names, symbols of each other, etc. Well the <strong>Beckster</strong> recently decided that he wanted to think of his hot wife every time he looked down at his forearm and so he got her name tattooed on it. But there’s only one problem &#8211; it’s spelled wrong. Bahahaha! From Celebitchy,</p>

<p>According to the experts, Beckham’s tattoo tribute to his wife Victoria is incorrect &#8211; as is one of Rihanna’s new spiritual etchings. Acclaimed Hindu statesman Raman Zed says, “We are all for the celebrity interest in Hinduism and our sacred texts, but celebrity tattoo artists worldwide really should undertake some basic training in ancient Sanskrit language and culture to get this right.”</p>
<p>Zed insists it must be embarrassing for the stars when they realize permanent marks on their skin are incorrect. He adds, “Rihanna has two Sanskrit prayer tattoos &#8211; her latest is misspelled. And David Beckham has his wife Victoria’s name in Devnagri script, which is commonly used to write Sanskrit, on his arm &#8211; its wrong! The tattoo on his left forearm misspells Victoria with an added ‘h’ &#8211; as in ‘Vihctoria’.”</p>
<p>But fortunately for stars like <a href="http://www.theinsider.com/celebrities/Jessica_Alba">Jessica Alba</a>, <a href="http://www.theinsider.com/celebrities/Tommy_Lee">Tommy Lee</a> and The X Files star <a href="http://www.theinsider.com/celebrities/Gillian_Anderson">Gillian Anderson</a>, their prayer tattoos are all correct. Zed tells WENN, “I won’t tell you what they all mean &#8211; because I’m sure they’re very special to the individuals. We are delighted that so many celebrities choose to pay tribute to Hinduism with tattoos. We only ask that the tattoo artists take the trouble to get it right.”</p></blockquote>
<p>I think the tattoo artist is definitely at fault but I don’t think that you can overlook the blame on <strong>David’s</strong> part either. If I was going to get a tattoo and it was in another language, you can be damn sure that I’m going to know exactly how it’s supposed to look and what it’s supposed to say. I just don’t trust anyone with my skin enough to leave it up to their good know-how.</p>
